Papuan Youth Work to Clean Pepera Statue

Telkomsel berencana tambah 17 BTS di Jayawijaya

Newpapua - PT Telkomsel Regional Papua-Maluku berencana menambah 17 perangkat Base Transceriver Station (BTS) di Kabupaten Jayawijaya, Provinsi Papua dalam tahun ini.

"Penambahan 17 perangkat Base Transceriver Station (BTS) di Jayawijaya itu untuk jaringan 3G dan 4G," kata Muhammad Kadri, Corporate Communications Regional Papua - Maluku, melalui telepon selulernya, Rabu.

Penambahan BTS, lanjut Muhammad, merupakan peningkatan pelayanan komunikasi baik telepon maupun pesan singkat dan data bagi 141 ribu pelanggan di kabupaten itu.

Muhammad mengakui untuk daerah berkembang seperti Jayawijaya perlu pembenahan sebab pengguna jasa telkomsel terus meningkat dan jika tidak diantisipasi maka dapat berdampak terhadap kurang optimalnya pelayanan.

Salah satu persoalan yang dihadapi telkomsel wilayah Wamena, kata dia, pelanggan mengeluhkan suara pantul atau mendengar suara sendiri saat menerima bahkan melakukan panggilan telepon. 

"Suara pantul itu disebabkan karena pengguna sudah semakin banyak sehingga kapasitas menjadi terbatas. Namun kami berupaya menambah kapasitas dan melakukan pergantian perangkat yang kami datangkan dari luar," katanya.

Mewakili pihak telkomsel, Muhammad meminta maaf kepada masyarakat Kabupaten Jayawijaya atas ketidak nyamanan yang dirasakan hampir dua bulan itu.

Sebelumnya Sekretaris Daerah (Sekda) Jayawijaya Yohanis Walilo, minta PT Telkomsel Cabang Wamena bekerja profesional dalam memberikan pelayanan kepada masyarakat, sebab hingga kini jaringan telepon gengam dan internet masih bermasalah.

"Masyarakat merasa terganggu dengan pelayanan telkomsel selaku penyedia jaringan internet, dan kadang - kadang kami kalau mau kirim laporan atau surat penting (surat elektronik) pasti saja terlambat karena jaringan yang tidak stabil," kata Yohanis. (*)

Untuk itu, upaya perbaikan tata kelola pemerintahan telah dilaksanakan pada awal masa kepemimpinan di mana, telah meletakkan pondasi guna perbaikan pengelolaan keuangan daerah.
NewsPapua - Pemerintah Provinsi (Pemprov) Papua meluncurkan sistem "e-government" di lingkungannya untuk meningkatkan transparansi pelayanan publik bagi masyarakat Bumi Cenderawasih pada berbagai bidang.

Peluncuran ini ditandai dengan penandatanganan regulasi pendukung implementasi program tersebut oleh Gubernur Papua Lukas Enembe dengan disaksikan Wakil Ketua KPK Basaria Pandjaitan dan Pelaksana Tugas Dirjen Kemendagri Sri Wahyuningsih.

Selain itu juga oleh Staf Ahli Bidang Pemerataan dan Kewilayahan Taufik Hanafi serta perwakilan dari Pemerintah Provinsi Surabaya dan Jawa Barat disertai demonstrasi penggunaan alat pembayaran perizinan.

Gubernur Papua Lukas Enembe, di Jayapura, Rabu, mengatakan untuk mewujudkan tata kelola pemerintahan yang baik, bersih dan berwibawa merupakan salah satu misi yang dilaksanakan untuk menjadikan Papua dan masyarakatnya Bangkit, Mandiri dan Sejahtera.

"Untuk itu, upaya perbaikan tata kelola pemerintahan telah dilaksanakan pada awal masa kepemimpinan di mana, telah meletakkan pondasi guna perbaikan pengelolaan keuangan daerah," katanya.

Dia menjelaskan perbaikan ini melalui sejumlah regulasi antara lain pengelolaan dana otonomi khusus yang dibagikan dan peruntukannya diperjelas, yakni memberikan porsi yang lebih besar kepada kabupaten/kota.

"Kami menyadari bahwa untuk membawa perubahan positif pada kehidupan masyarakat, harus didasari dengan tata kelola yang baik dan akuntabel, maka satupun anggaran yang jatuh di Papua harus bisa digunakan dengan baik," ujarnya.

Dia menambahkan pelayanan yang efektif dan efisien akan memberikan manfaat bagi masyarakat di mana transparansi akan memudahkan mekanisme akuntabilitas sosial di mana masyarakat dapat lebih berpartisipasi dalam pembangunan. (*)

Raja Ampat kelola sektor wisata berbasis konservasi

Pemerintah Kabupaten Raja Ampat berupaya mengelola sektor pariwisata berbasis pada konservasi di daerah kepulauan ini.
Hal tersebut dikatakan Bupati Raja Ampat, Abdul Faris Umlati ketika membuka lokakarya bertajuk “Pariwisata Berkelanjutan”, di aula kantor bupati, Waisai, Rabu.
Lokakarya untuk membahas daya dukung pariwisata berkelanjutan di Raja Ampat ini, akan memberikan rekomendasi bagi pemerintah daerah dalam pengembangan pariwisatanya.
Pasalnya daya dukung pariwisata menjadi landasan bagi pemerintah daerah dalam mengelurkan regulasi yang menjaga keberlanjutan pariwisata.
“Sudah menjadi komitmen kami untuk membangun leading sektor pariwisata di Raja Ampat, yaitu sektor pariwisata dan sektor perikanan,” kata Faris.
Menurutnya potensi pariwisata dapat memberikan kesejahteraan bagi seluruh masyarakat Raja Ampat. Oleh karena itu, dirinya berkomitmen untuk memfokuskan pada pengelolaan pariwisata dan ekonomi.
Sementara itu, Marine Director CI Indonesia, Victor Nikijuluw berpendapat, melalui lokakarya ini, pemerintah, masyarakat dan penyedia jasa wisata betul-betul memahami dan melaksanakan konsep pariwisata berkelanjutan.
“Mereka melaksanakannya sesuai peran dan fungsi masing-masing,” kata Victor.
Lain halnya dengan Ketua Asosiasi Pengusaha Home Stay Raja Ampat, Lindert Mambrasar (28).
Menurut Mambrasar yang membawahi 102 orang dalam asosiasi itu, Pemerintah setempat harus memperhatikan dan berpihak pada pengusaha lokal dalam pengembangan usahanya.
“Tidak mementingkan investor asing, tapi ada keberpihakan terhadap masyarakat lokal,” kata pemilik homestay di Kampung Manyaifun, Waigeo Barat ini. (*)

BI targetkan seluruh kabupaten di papua masuk survei harga Pangan Nasional

NewsPapua - Setelah Kota Jayapura dan Merauke, Bank Indonesia menargetkan 2017 ini Mimika dan beberapa kota di Papua untuk ikut dalam survei harga pangan.
“Survei ini kan baru di Jayapura dan Merauke, Timika mulai tahun ini, dan beberapa kota lainnya di Papua akan juga masuk secara bertahap,” ujar Joko Supratikto kepada Jubi, Selasa (7/3/2017).
 
Dengan survei ini, kata Joko, pihaknya akan mengetahui secara ‘real’ atau nyata di tiap kabupaten yang ada di Papua. Yang akan disurvei tak hanya pasar modern, tapi juga pasar tradisional  di tiap kabupaten.
 
“Komoditas-komoditas tertentu penyumbang inflasi disurvei, jadi kita lihat secara real berapa harga komoditas di tiap daerah dan kemudian ter-update di Pusat Informasi Harga Strategis Pangan (PIHPS) Nasional ,” ujarnya.
 
Dengan begitu, Tim Pemantauan dan Pengendalian Inflasi Daerah (TPID) dapat melakukan upaya stategis dan solusi mengatasi inflasi dari komoditas tersebut.
 
“Ini diwajibkan secara nasional oleh seluruh BI Perwakilan Provinsi untuk melakukan itu, dan kami harap ada penambahan kabupaten secara bertahap,” ujarnya.
 
BI Papua, katanya, masih kesulitan untuk mencari tim surveyor di daerah, sebab biasanya bekerja sama dengan universitas atau perguruan tinggi. Namun tidak semua daerah ada.
 
Bupati Merauke Fredy Gebze mengatakan, pada prinsipnya sangat mendukung upaya pemerintah terhadap pengendalian harga pangan di suatu daerah.
 
“Ini langkah baik dan pembentukan TPID daerah bisa menjadikan ini terukur,” katanya.
 
Ia tak menampik, kabupaten Merauke sebagai salah satu pilot project, karena potensi pasar dengan tren pertumbuhan yang meningkat, tak hanya produk untuk konsumsi di wilayah sendiri, juga untuk wilayah lain. (*)

Telkom pastikan penggunaan satelit untuk Biak-Manokwari

NewsPapua - General Manajer  PT Telkom Witel Papua Lonely Baringin Mangaranap membenarkan adanya rencana mematikan SMPCS untuk wilayah Biak - Manokwari yang akan berlangsung 19-26 Januari 2017.
"Iya itu benar, kami akan mematikan jaringan SMPCS wilayah Manokwari -Biak dan Sarmi, sehingga wilayah tersebut akan di-backup melalui satelit," ujar Lonely kepada wartawan, Rabu (18/1/2017). 
Untuk Papua, khususnya di Jayapura, tambahnya, hal itu tak mempengaruhi karena Telkom sudah menggunakan satelit sejak SMPCS putus.
"Yang pengaruh adalah Biak-Manokwari dan kami sudah prepare menggunakan satelit untuk melayani voice, SMS, dan internet," katanya.
General Manager ICT Telkomsel Papua - Maluku Muhamad Muslih mengatakan, pihaknya telah siap dengan satelit untuk adanya rencana yang telah diumumkan.
"Kami juga siap melayani dengan satelit untuk itu," tegasnya. (*)

Telkomsel bantu korban longsor Pegunungan Arfak

NewsPapua - Telkomsel memberikan bantuan kepada warga korban longsor 28 Februari 2017di Kabupaten Pegunungan Arfak di Kampung Coisi dan Mbigma, Distrik Minyambouw.
 
Manager Branch Sorong, Jefri S Kamudi yang membawahi wilayah Manokwari mengatakan, pihaknya turut prihatin atas musibah yang menimpa korban.
 
“Ini wujud kepedulian Telkomsel kepada masyarakat, kami tidak hanya hadir dalam teknologi telekomunikasi dengan membuka akses komunikasi di daerah-daerah, namun kami selalu berusaha melaksanakan tanggung jawab sosial kemasyarakatan,” ujarnya melalui siaran pers yang diterima Jubi, Minggu (5/3/2017).
 
Telkomsel bersama mitra distributor CV MPG (Metrochilon Papuana Gemilang) memberikan bantuan logistik seperti beras, mie, dan ikan kaleng untuk membantu kebutuhan sehari-hari korban yang diterima langsung ketua gereja di Kabupaten Pegunungan Arfak pada Sabtu, 4 Maret 2017.
 
Seperti dikutip Tempo.com sedikitnya 20 kepala keluarga di Kampung Coisi dan Mbigma Distrik Minyambouw kehilangan tempat tinggal akibat longsor menimbun 6 rumah. Meski tidak ada korban jiwa namun warga di dua kampung itu masih terancam dengan longsor susulan yang sewaktu-waktu bisa terjadi jika intensitas hujan meningkat. (*)

Freeport bawa lebih banyak masalah ketimbang manfaat

NewsPapua - Lagi tudingan bahwa Freeport lebih banyak menjadi momok bagi kelangsungan rakyat Papua ketimbang manfaat datang dari elemen gerakan sosial di Jakarta.
Kali ini protes datang dari Papua Itu Kita (PIK), sebuah komunitas solidaritas untuk kemanusiaan dan keadilan di Papua berbasis di Jakarta.
“Dengan berlandaskan Kontrak Karya yang mulanya ditandatangani pada tahun 1967 dan diperpanjang hingga tahun 2021 mendatang, PTFI telah, dan akan terus menimbulkan berbagai permasalahan bagi masyarakat Papua dan kerugian bagi Indonesia,” demikian menurut rilis Papua Itu Kita yang diterima redaksi Sabtu (25/2/2016).
Pasalnya, menurut PIK, kehadiran Freeport sudah terbukti menimbulkan kehilangan hak, kekisruhan sosial-ekonomi, penderitaan bagi penduduk asli setempat, penghancuran budaya, dan kerusakan lingkungan, karena tidak menghormati hak-hak masyarakat setempat.
PIK juga mengingatkan bahwa KK I PT. FI tahun 2967 itu illegal, karena dilakukan sebelum Penentuan Pendapat Rakyat (Pepera) 1969.
“KK I dilaksanakan 2 tahun sebelum PEPERA, yaitu 1967, dan Papua saat itu hanya diawasi oleh Indonesia sebagai perwakilan PBB dan belum secara resmi menjadi wilayah hukum Indonesia, dan perdebatan status Papua pada masa awal KK I menjadi masalah politik yang belum selesai,” tulis PIK.
‘Usir’ Freeport
Mengutip catatan LSM Imparsial dan KontraS, PIK secara khusus juga menyoroti peran TNI Polri dalam bisnis keamanan PT. FI. Dalam rilisnya itu PIK menyebutkan
“Imparsial mengungkapkan bahwa pada tahun 1995-2004 Polri dan TNI telah menerima aliran dana sebesar US$ 64 Juta dan US$ 1 juta pada tahun 2010 dari PTFI. Sedangkan KontraS juga melaporkan tiap bulannya anggota Polri memperoleh honor Rp 1,25 juta oleh manajemen PTFI,” tulisnya.
Pada tahun 2011 lalu, Indonesia Police Watch (IPW), menurut PIK juga pernah mendorong agar KPK mengusut “bantuan dana” sebesar US$ 14 juta yang dialirkan oleh PTFI pada Polri dan TNI.
Atas dasar hal tersebut, PIK menuntut agar PT. FI ditutup dan asetnya dikembalikan ke negara dan rakyat Papua. Mereka juga meminta kelangsungan pembicaraan terkait PT. FI agar melibatkan masyarakat adat papua, DPRD, dan elemen masyarakat Papua.
Terpisah, Direktur Pusat Budaya dan Hak-Hak Masyarakat (PUSAKA) Papua, Franky Samperante dilansir IndoPress, Jumat (24/2) mengatakan warga tidak terpengaruh terkait perdebatan Freeport.
Menurut Franky, perdebatan soal Freeport yang ramai saat ini hanya soal bagi-bagi untung antara PT Freeport dan pemerintah, namun sama sekali mengacuhkan nasib warga Papua sendiri.
 “Sejak Freeport mulai ada di Papua, itu belum ada satu forum atau kesempatan buat masyarakat untuk suarakan aspirasinya terkait hak-hak mereka,”
