Financing packages Eastern Palapa Ring Project Has Fulfilled



NewsPapuaMinister of Communications and Information Technology (MCIT) Rudiantara said the project financing package Palapa Ring Fiber Optic east packages have been met.

Previously, the cooperation agreement Palapa Ring project east package co-signed by the parties involved in September 2016.

The agreement was signed between MCIT Rudiantara, PT Palapa East Telematics, and the Indonesia Infrastructure Guarantee Fund (PII).

"After six months of passing a series of financing and fulfillment process of fulfilling the preliminary requirements, today through pernyataaan letter states that the cooperation agreement will be effective," said Rudiantara at the Ministry of Communications and Information Technology, Jakarta, Wednesday (03/29/2017).

With the fulfillment of this financing package, Eastern Palapa Ring project which was won by a consortium Moratelindo - IBS - Smart Telecom, could begin immediately.

"Once an agreement is declared effective, PT Palapa East next Telematics obligated to make the construction process during ja GKA 18 months," he explained.

The PT Palapa Eastern Enterprises Implementing Telematics is formed by a consortium Moratelindo - IBS - Smart Telecom and PT PII.

To finance the Palapa Ring for all packages using schema-Government Cooperation Enterprises (KPBU), according to Presidential Decree 38 of 2015, and the concept is a BOOT (Build-Own-Operate-Transfer).

Meanwhile on the package Palapa Ring East, PT Bank Negara Indonesia (Persero) Tbk (BNI) led syndicated project financing Palapa Ring Package East Rp 4 trillion, along with four other banks, namely, Bank ICBC Indonesia, Bank Papua, Bank Maluku, North Maluku, and Bank Sulselbar.

In such financing, BNI has a role as a mandated lead arranger or syndication leader and bookrunner and financing channeled to PT East Palapa project Telematics as a business entity.

For information, the Palapa Ring Project is one of the strategic projects of government and included in the Master Plan of the National Broadband Plan (Broadband Indonesia from 2014 to 2019).

This project is a network construction of national fiber optic backbone that connects all parts of Indonesia, so the existence of broadband access (broadband) can be enjoyed by the general public.

The project is divided into three packages namely Package Palapa Ring West, Central, and East. Eastern Palapa Ring project will reach the province of East Nusa Tenggara, Maluku, Papua and West Papua with a total network length of 8,400 kilometers, the longest in the two previous projects.
